As the nation's largest integrated Health Care System, VHA has a strong commitment to protecting and ensuring health and safety of patients, visitors, contractors, vendors, volunteers and employees. VHA seeks to reduce all hazardous health exposures associated with smoking through the reduction of secondhand and thirdhand smoke exposures.
Consistent with its core health mission, as authorized in 38 U.S.C. 7301(b), it is VHA policy that all VHA health care facilities will be smoke-free. Beginning October 1, 2019, smoking will no longer be permitted on the VA campus for patients, visitors, contractors, volunteers, vendors and employees. Please note that elements of implementation may vary by Union and bargaining unit.
The New York Harbor is joining VHA in the implementation of VHA Directive 1085.1 (Smoke-Free Policy for Patients, Visitors, Contractors, Volunteers and Vendors at VA Health Care Facilities) And VHA Directive 1085.01 (Smoke Free Policy for Employees at VA Health Care Facilities) The policy covers all tobacco products and smoking materials, including, but not limited to:
o E-cigarettes or electronic cigarettes
o Cigars and/or pipes
o Lighter fluid
o Any other form of tobacco
Accordingly, at VHA health care facilities, all designated smoking areas for patients, visitors, contractors, volunteers, employees and vendors will be eliminated. (All smoking shelters will be inaccessible )
Employees may visit Occupational Health for smoking cessation products. We also offer Smoking Cessation classes for both veterans and employees. Please check NYH intranet page for more information.

Update: VBA Services at VA Manhattan and The Learning Center
VBA services offered at VA Manhattan have been temporarily suspended due to staff shortages. This VBA office provides assistance with claims, status upgrades, eBenefits, and other benefit questions. Military of the Purple Heart is also on furlough.
At this time Veterans may call or visit the Regional Office on Houston Street for these same services, or have claims filed through MOPH. - Shuttle service is available from 23rd Street to Houston Street.
The Learning Center is open. However, there is no Internet access.
